SAINT PAUL’S CHURCH SITE MASTER PLAN
 
STATUS SUMMARY
 
 
WHY DOES ST. PAUL’S NEED A SITE PLAN?
Fr. Sandy directed all three churches to review their immediate and long range needs and commissioned three committees to prepare a plan for each church. Establishing a plan now assures future use of the land and site in an effective manner.
 
IS THE PLAN FINAL?
The Plan introduced in September 2008 is a draft. The drawings and Phases of the St. Paul Plan are presented for comments and enhancement by Parish members. St. Paul’s Site Committee will collect and reconcile the comments into the St. Paul’s Master Site Plan.
 
The Plan consists of three Phases:
Phase I addresses current needs and will be implemented in the near term.
Phase II includes foreseeable needs, but has no implementation timing.
Phase III is the general development portion, indicating the general future use of areas and probable building locations. Since the actual need or use has not been identified, the actual building shape and contents cannot be determined.
 
Why is Phase I - the drivewayS, parking, and landscaping - the first item to be completed?
1. Parishioners have commented that getting on and off the property is a problem, especially after the 9:30 Sunday Mass and special events.
2. The new design of the driveway addresses the need for a smoother flow of incoming and outgoing traffic, and establishes a design that will permit new buildings and additional parking as needed.
3. In addition to improved traffic flow, Phase I provides additional landscaping to make the appearance of St. Paul’s more aesthetically pleasing.
4. If people cannot safely enter and exit the property as is, then adding more facilities or expanding existing ones will create further congestion and safety concerns.
 
How much will the Phase I – DRIVEWAYS, ETC. - cost?
A preliminary estimate is $240,000 for all of Phase I.
 
What are the future buildings going to be used for?
The needs of the Parish will determine the design and function of future buildings.
As an example, when church capacity is expanded it is likely we will renovate the Narthex (i.e. Gathering Space) and might well need to relocate the St. Paul offices. This is just one possibility-- the specific arrangement will be based on the needs when the decision is made to make the changes.


How much will all the future development cost?
Cost estimates and budgets will be developed when specific facilities are designed.
Currently it is not possible to forecast even an approximate cost, because specifications for the facilities have not been developed. In addition without a firm timeline, the cost of materials, labor, etc. is impossible to predict.
 
HOW DOES THE ST. PAUL’S PLAN FIT WITH THE OVERALL PARISH PLAN?
As of September 2008, St. Andrews and St. Francis committees are still working on their Site Master Plans. Each plan is independent of the other two.
The combined Master Plans will be used by the Parish as a guide to meet future needs.
 
HOW WILL PHASE I BE FINANCED?
Phase I will be financed from the Capital Campaign.
 
WHEN WILL PHASE I START?
The start date for Phase I depends on the cash flow from pledges to the Capital Campaign. The first priority of the campaign will be land for a new site for St. Andrews. Sale of land owned by the Parish will help. With that priority satisfied, funds for the needs of the other churches will be allocated as cash inflow allows all projects to move forward.
